SCHEME OF SKILL DEVELOPMENT FOR UNEMPLOYED (ABASS-SDSU)

UNDER MP GOVT’s CRAFTSMAN TRAINING (CTS) SCHEME

Introduction to Scheme

The scheme is aimed to provide training to youths as per the requirement of industries for employment and self-employment opportunities through Government ITI/private ITI recognized by the Directorate of NCVT, New Delhi.

Objective of the Scheme

To provide skill development training to youth for employment/self-employment opportunities in India and abroad.

Eligibility Criteria of Youth

  • Minimum 14 years of age (maximum age as per Government norms)
  • High school passed
  • Domicile of Madhya Pradesh

Required Documents for Admission

  • Educational certificate
  • Residential address proof
  • Income certificate
  • Caste certificate (only for reserved category)
  • Disability certificate (for disabled youth)

Admission Procedure

  • Admission in ITI in August every year
  • After online application, admission is based on merit list and Government reservation norms

Training Fee

  • Government has fixed Rs. 2,500/- per year per student as training fee.
  • For SC/ST beneficiaries, no training fee.

Training Tenure

  • 1 year (2 semesters) and 2 years (4 semesters)
  • Total 84 trades as per the attached list

Training Organizer

  • NCVT/SCVT recognized Government/private ITIs in Madhya Pradesh

Training Certification

After training, trainees who pass the All India Examination conducted by NCVT as per national standards will be issued the National Trade Certificate.

Target Number of Students to be Sponsored

The number of students shall be decided based on the availability of budget and funding. Free training arrangements will be made for SC/ST beneficiaries by the Government.

Role of ABASS

ABASS’s role is limited to:

  • Conducting motivational programs at identified locations for beneficiaries regarding skill development training conducted by the Government.
  • Remitting course fees directly to the concerned ITI institutions on behalf of sponsored beneficiaries.

ABASS will contribute Rs. 2,500/- per year per student, except for SC/ST category students who secure admission through the prescribed admission process.

If the Government increases the training fee at any time, the additional amount shall be borne by the beneficiaries.

Monitoring & Management

For monitoring and management of the scheme, the ABASS Executive Committee will constitute a sub-committee called the Welfare Schemes Monitoring Committee (WSMC) consisting of five members under the convenorship of the Secretary.

    • Four members other than the Convenor shall be nominated by the Executive Committee.
    • A member who is not in the Executive Committee may also be nominated.
    • The tenure of the sub-committee shall run parallel to the tenure of the Executive Committee.

Identification of Beneficiaries

The scheme is proposed for economically backward, poor, and underprivileged children and youth residing in slum areas.

Most slum residents are labourers and, due to extreme poverty, are unable to meet expenses for employment-oriented training programs. Many are also unaware of such Government-sponsored training opportunities.

ABASS Bhopal will:

  • Conduct motivational workshops in slum areas.
  • Create awareness about Government training programs.
  • Assist eligible candidates in obtaining admission.
  • Support payment of fees (Rs. 2,500/- per year per student).

For SC/ST beneficiaries, no fee is charged by the Government.

In addition to beneficiaries from slum areas, the scheme may also be extended to beneficiaries from Malayalee communities irrespective of caste or creed, if they come forward to avail such training.

Bank Account

The Sangham will open and operate a separate bank account for the scheme.

Budget

Once the scheme is implemented, it will remain open for beneficiaries. The Executive Committee of ABASS Bhopal will decide whether to continue or discontinue the scheme based on the availability of budget and funding.

Proposed Funding Pattern

Funding for running the scheme shall be through:

  • Donations from members
  • Well-wishers
  • Sponsorships
  • ABASS branch contributions
  • Other voluntary contributions
